EU je nedavno izmijenila Regulativu kojom se pristup Fondu solidarnosti proširuje na vanredne situacije vezane za javno zdravlje. Pored zemalja članica EU, pristup ovom fondu imaju i zemlje sa kojima se vode pregovori, odnosno trenutno Crna Gora i Srbija.

In response to the COVID-19 outbreak and the urgency to address the associated public health crisis, the scope of the European Union Solidarity Fund (EUSF) has been extended to encompass major public health emergencies.

Following this decision, the EUSF may be mobilised at the request of

a EU country, or
a country involved in accession negotiations with the Union

provided that the country’s expenditure for the emergency response measures to support the population and limit the spread of the disease, during the first 4 months from the date of the first public action against the crisis, is estimated at over € 1.5 billion in 2011 prices, or more than 0.3% of its Gross National Income.
