the Russians on February 24 withdrew 111 billion rubles in cash. People feared the shutdown of Visa and Mastercard payment systems. Demand for paper money increased by 58 times in a day. This is the maximum since March 2020, when the first lockdown due to the coronavirus began in the country.
Already in the afternoon, many ATMs, especially in the regions, ran out of cash. The electronic payment system PayPal worked intermittently.

And on February 25, several banks on the sanctions list
warned of problems with their cards abroad. Now it is impossible to use Visa and Mastercard issued by VTB there. Promsvyazbank and Novikombank allow restrictions on card payments outside of Russia. Banks are advised to use cash or even the services of competitors. Sberbank also assured that its cards can be used everywhere without restrictions.
On the same day, the Central Bank announced that the cards of the VTB Group, Sovcombank, Novikombank, Promsvyazbank, Otkritie no longer work with Apple Pay and Google Pay services, even in Russia. But the plastic itself in Russia can be used as usual and without restrictions.
The regulator intends to support credit institutions that have fallen under the sanctions of the West.
The Bank of Russia has already provided them with a trillion rubles of liquidity for one day, February 24, and for February 25 - two trillion.
Customers are also reassured by those against whom no sanctions have been imposed. In press releases and mailings, they assure that they continue to work as usual.
